As part of a long-range transportation plan, Mr. Brown built a bid-rent land use model to evaluate the fiscal impacts of alternative network assumptions on build-out development scenarios. The model is based upon county assessor’s parcel data and thus is designed to facilitate value capture analysis of the potential uplift in local property tax revenue from transportation plans and projects. The open-source software developed in the Alpaca project was used, with RStudio as a front-end.
